The evaluation, based on the Article 8(2) of Council Regulation (EU) 2016/369, assessed the operation of the Regulation, based on the experience of the current activation, providing inputs on possible improvements of the implementation of the existing legislation; complementing an internal evaluation already carried out by DG ECHO in 2017.

The overall evaluation covers the ESI activation and intervention in the context of the migration crisis throughout 2016, 2017 and 2018, and focus on ESI-funded actions implemented by the EU’s humanitarian partners in the sectors of shelter; water, sanitation and hygiene (WASH); food assistance; delivery of non-food items; provision of healthcare services, including psychosocial support; protection activities, including for unaccompanied minors (UAMs); education.
